  • Senate Approves Offshore Oil and Gas Exploration -- The Senate has voted to keep a provision within its version of the Energy bill that calls for a comprehensive inventory of the nation's offshore oil and gas resources. Critics of the measure fear it is the first step toward lifting a 20 year ban on offshore drilling in many of the nation's coastal waters and could harm the environment and the economies of affected coastal states.   • Senator Akaka Introduces Methane Hydrates Bill -- Akaka introduced legislation to promote research and development of methane hydrates as an energy resource.   • Snowe Bill Sets Rules for Quotas -- "Snowe, a longtime opponent of individual quotas, warned fishermen that some form of quotas was politically unavoidable after a two-year moratorium on the quotas expired last fall. Snowe staffer Sloan Rappoport told fishermen last month that Snowe had laid a lot of political capital on the line to get the moratorium extended one more time, and would not be able to do so again."
