Fisheries : Native Fishing Rights

  • Aboriginal Subsistence Whaling a Fraud -- "Japan, Norway and Iceland continue their slaughter of whales, but what is frightening is the growth of 'aboriginal subsistence whaling.' This allows indigenous people to kill a limited number of whales for their own 'subsistence.' Native peoples are claiming their right to kill whales as part of their 'culture.'   • Fishing for a future -- Across West Africa, fishing communities are under mounting pressure as fish stocks are depleted year by year. The traditional canoe fishermen of Elmina blame the large commercial operators, but the government says they need to look at other ways of earning a living.   • Inuit Fishermen Fear Impact of Oil Exploration on Bowhead Hunting -- Eskimo hunters at Barrow, Nuiqsut and Kaktovik, Alaska are concerned that cumulative effects of offshore activities, especially seismic exploration, may have displaced fall migrating bowhead whales thereby affecting their subsistence hunt.   • Makah Whale Hunts Illegal -- The Makah have always maintained that the 1855 Treaty of Neah Bay expressly preserves their right to whale, but the treaty did so "in common with all citizens of the United States."   • The Native American fishery -- "In the past 30 years, Native Americans have become key participants in front-line salmon management and restoration. Twelve of the 13 federally recognized tribes in Oregon now are actively involved in seeing that salmon runs are restored or preserved for future generations, reversing a trend that began when European fur trappers arrived in the Columbia Basin in 1770."   • Whaling Commission Approves Combined Russian-Makah Gray Whale Quota -- The International Whaling Commission adopted a quota that allows a five-year aboriginal subsistence hunt of an average of four non-endangered gray whales a year for the Makah Indian Tribe, combined with an average annual harvest of 120 gray whales by Russian natives of the Chukotka region.
