  • Commission's 3-year study cites dire need for new approach to U.S. oceans -- A commission studying US oceans concludes that government oversight, ecosystem managers, and MPAs are needed to reverse our ocean crisis. The Pew Commission report called for "a serious rethinking of ocean law." It urged Congress to enact a National Ocean Policy Act to streamline the government's approach.   • Congress OKs groundfish buyout; timing unclear -- In the Omnibus Appropriations Act, lawmakers included $10 million to fund a New England groundfish fishing capacity reduction program - the fourth buyout so far. The first, a $2 million pilot program, began in 1995 and was followed by a full-scale $22.5 million program, which required fishermen to take their vessels out of the fishery, scrapping them if necessary.   • FISHERY MANAGEMENT LAW WILL ENHANCE TAXPAYER, EVTAL & FISHERMAN PROTECTIONS -- The Magnuson-Stevens Act being taken up in subcommittee today is an excellent first step towards protecting fishermen and managing our fisheries in an economically sustainable fashion, according to Taxpayers for Common Sense, a national budget watchdog organization and Friends of the Earth, a national environmental organization.   • Government loosens fishing regulations -- Federal regulators will postpone regulations designed to allow some decimated fish populations to replenish. The National Marine Fisheries Service announced it would extend the deadline for rebuilding stocks of cod and other groundfish species to 2014, rather than the 2009 deadline established earlier.   • Groundfish peer review panel: Given uncertainty, 'be adaptive' -- The independent peer review of groundfish biological reference points and trawl survey issues is complete and the findings are public. In short, the review panel concluded that the Northeast Fisheries Science Center's work is "scientifically sound," but a significant amount of "uncertainty" underlies all biomass modeling, so fishery managers should "be adaptive" in their management approach.   • Lobster stock collapse: ASMFC Acts -- Calling it a "first step" in dealing with the serious stock decline in Area 2, the Atlantic States Marine Fisheries Commission's (ASMFC) American Lobster Management Board has approved emergency action to accelerate two previously scheduled gauge increases for that area. However, to the relief of some and the frustration of others, the board did not endorse any additional emergency measures, such as a seasonal shutdown of the fishery.   • Pew Report Finds U.S. Oceans in Crisis -- The report from the Pew Oceans Commission calls for a new national commitment to the oceans and for dramatic efforts - including the creation of a single federal agency to set and oversee U.S. ocean policy - to reverse the decline of ocean wildlife and the collapse of ocean ecosystems, and to preserve the ecological, economic and social benefits the oceans provide.
