A two-day-old general strike in Israel that shut ports, government offices, some banks, museums and parts of hospitals appeared headed toward resolution on Thursday as negotiators for the Finance Ministry and the main trade union said they had made progress.

Various efforts to block the strike failed. On Tuesday, Israel’s Supreme Court rejected a petition by the Federation of Chambers of Commerce for an injunction.
