As of yesterday, its telescopes are back online thanks to private donations, notably;
"Contact" star Jodie Foster was among donors helping to revive the 42 radio telescope dishes at a key California institute searching for extraterrestrial life.

Interesting note at the bottom:
The group is putting its hopes behind getting a US Air Force contract to track orbiting space debris that could damage satellites and the International Space Station.

In response to these facts, many affirmatives have said "Yes, SETI is back online, but the Alien Telescope Array isn't."

Well, now it is:
SETI Institute, 12-5-11 - "SETI Search Resumes at Allen Telescope Array, Targeting New Planets," http://www.seti.org/node/905
The Allen Telescope Array (ATA) is once again searching planetary systems for signals that would be evidence of extraterrestrial intelligence. Among its first targets are some of the exoplanet candidates recently discovered by NASA’s Kepler space telescope.
