um... this may be a little late but i'm gonna answer the original....
topicality isn't the strongest thing to run but you can try it... while your partner is hardcore looking for something useful... "increase social services" increase rather than create... and definitely run ethics....

But britain, may i see one of your crazy cases; just to see how it actually does have possibility???

I think topicality is very strong if run correctly and your argument is legit.
