The following is a list of general questions for negative teams to ask affirmatives:
Is the plan topical?
Does the plan call for a substantial increase in assistance?
Does the plan give public health assistance?
Does the plan give assistance to all or part of Sub-Saharan Africa?
Is the plan cost effective?
Is there a better way to spend our money?
Could an NGO do the plan?
Is another country in a better position to do the plan?
Does the plan solve a current problem?
Will the assistance get to the affected individuals?
Does the plan require health care personnel or facilities that do not exist?
Will the plan lead to a sustainable change or will assistance need to be given for a long period of time?
Would the plan cause political turmoil in the United States?
How do we know that this assistance program will help Africa when the billions of dollars poured into the region over the last fifty years have not pulled the region out of its deplorable state?
Will the plan cause more problems than it solves like corruption, dependency, or prop up a corrupt dictator?
Who will be held accountable for implementing the plan?
How will you make sure the plan actually helps the people it is intended to help?
Does your plan only finance the assistance or does it actually implement a program?
Is your plan a top-down or bottom-up approach?
Does your plan spur economic growth in any way?
What are the economic benefits or consequences of your plan?
How long will your plan take?
Does your plan implement a new program or support an existing one?
Does your plan allow countires to coordinate this spending with current efforts?
Does your plan involve the use of local resources or will they all come from the outside?
